| Narrative description of Project: Name of Project: Promoting local initiative to integrate watershed and natural resource management in Pasaha watershed, Bara District, Nepal Project Area: Ratanpuri, Dumarwana, Haraiya, Karaiya, Marnharwa and other VDCs of Bara District Working Organization: National Forum for Advocacy Nepal (NAFAN) and local organizations Duration: 1 year Funded by: Multi Stakeholder Forestry Program (MSFP) Total Budget: NRs 49, 75,000.00 only Background and Rationale of the Project Extensive deforestation, timber poaching and expansion of road and transmission lines in the name of development in Chure and Terai region have caused day-to-day loss in resources. Its loss has resulted increase in impacts day by day. Destruction of natural resources has added difficulty in human life and livelihood. Its impact is more in downstream area in comparison to upstream area. Conservation in lower region requires construction of physical infrastructures. Rather it is not easy for its sustainable management, conservation and investment. Hence, it would be easy and practical to involve local community in integrated watershed area conservation and management. For this, overall development of watershed area and integrated approach for planning and implementation is required. Life of people inhabiting in Chure and Terai region has been challenging because of climate change induced erratic and intense rainfall, drought and disasters like landslide and flood. For this, riverbank cutting areas, conservation area being bank cut and other resources can be conserved. Prioritizing immediate adaptation and minimization of such disasters should be given more importance. Goal of Program The goal of the program is to develop innovative framework model for participatory natural resource management at watershed level and thereby address negative impacts of climate change through application of local level ‘payment for environmental services’, sustainable livelihood security and well-being of the poor and socially excluded people living in Pasaha watershed area. Objectives of the Program 1. To promote the concept of payment for environmental service (PES) along with promoting awareness about its importance and its application at watershed level 2. To promote awareness on conservation of climate sensitive resources and management in watershed 3. To develop watershed level institutional mechanism for conservation and management of climate sensitive resource and PES Expected outcome of the Project: 1. Establishment of three organizations based on community based conservation program. 2. Assistance in environmental conservation and livelihood improvement program of poor communities through community based organization in watershed area. In addition, watershed level conservation and management council will be formed and made functional 3. Hundred landless people with some basic skills in conducting meetings, basic conservation education and other issues 4. Availability of natural resource will be secured and one watershed level conservation plan will be developed. 5. Two-hundred hector fragile land would be under conservation management and five groups would have improved their natural resource management capacity. 6. Organization of two different training packages on conservation education 7. Appropriate PES system will be established and start to share benefit. 8. Collection of baseline information on project area and to organize awareness program on conservation education and climate change 2. Orientation to stakeholder on program on watershed level and selection of possible partner organization 3. To produce facilitator in local level for awareness promotion 4. To organize an inter-dialogue program on watershed area conservation and conservation planning in VDC level 5. To formulate a network or council in watershed area 6. To organize different interaction program, public hearing and awareness promotion program related to Payment for Environmental Service in community level 7. To formulate natural resources management planning in watershed level 8. Orientation and mainstreaming the importance of Payment for Environmental Service (PES) in watershed level and watershed conservation planning 9.
